Install Transitions Final Cut Pro
The Flow transition is working as normal on my system: MaxOS Sierra 10.12.2 and Final Cut Pro X 10.3.1 running on MacBook Pro late 2013. The transition still shows a morphing type of effect. Sorry I can't offer a solution for you.
